Second International Rotary Short-Film Festival in Turkey tackles major global issues

ANKARA , TURKEY , 15. January 2010 -- The International Rotary Film Festival in Turkey is now accepting submissions for its 2nd annual short-film competition. The festival will be held 24-27 February in Ankara.

Filmmakers of all ages from around the world are invited to submit entries on the following themes: world peace, hunger, clean water, child mortality, education, and homeless children. The submission deadline is 31 January. The participating films should have maximum duration of 15 minutes.

As one of the world’s largest humanitarian service organizations, Rotary’s 1.2 million members in more than 200 countries and geographical areas are dedicated to promoting peace and international understanding and mobilizing resources to help improve lives in communities, both near and far.

“Film has always been a universal language. These short films have the same focuses as Rotary,” says Malik Aviral, a member of the Rotary Club of Ankara-Kavaklidere and chair of the film festival committee. “The opportunities provided by the our short-film festival not only benefit young filmmakers, but also the global community by bringing together people from different cultures and backgrounds united to make the world a better place,”

Held during the week of 23 February to help celebrate Rotary’s 105th anniversary, organizers hope that the event will offer an opportunity to bring people together to foster global harmony.

“Last year, we received more than 100 entries from countries as far as Brazil, Denmark, and Germany, says Aviral. “We realized that short-film contests that have become popular worldwide are able to move large groups of young people and intellectuals,”

The contest will be judged by film directors, artists, and other experts. Prizes will be awarded in the categories of improvisation and documentary. Further information and entry forms are available on the festival’s website www.rofife.org.

Contest will be held under the “SHORT FILM AND DOCUMENTARY” category and the films which do not exceed maximum duration of 15 minutes will be eligible for the contest.

FILM TOPICS
This year the main themes of the films should be world peace, starvation, clean water use, baby deaths, child and family communication, homeless children.

REGISTRATION AND PARTICIPATION DEADLINES
Application Deadline:  JANUARY 31, 2010
Late applications due to transportation will not be important.

SELECTION OF FİLMS
Films sent to the film selection committee by the date of January 31, 2010, will be watched between the dates of  February1- February 15 ,2010 and the winning films will be competing at the final.
Films should be recorded after January, 2009. Films recorded before this date will not be accepted to the competition.

Great jury will watch the films competing in the final between the dates of 24-27 February, 2010 and they will decide on the 1st, 2nd and 3rd movies for each category. Furthermore jury can decide to give a “Jury Special Award”

TECHNICAL PROPERTIES OF THE FILMS
The participating films should have maximum duration of 15 minutes. (The prome tape is included into 15 minutes).  Films can be either coloured or black and white.

Participating films should be sent as DVD.
Screen size can be one of these formats:  1.33, 1.37, 1.66, 1.85, and 2.35
Audio status of the films will be indicated in the application form as optic, Dolby Stereo.
Contest language is English, for the films in their original language the subtitles must be in English.  (The films that does not satisfy this condition will not be classified in the contest)

JURY AND THE AWARDS
All the participating films will be reviewed by the festival preliminary jury. The films selected in the animation and improvisation   categories will compete in final and great jury will review these films. Films competing in the final will be displayed between the dates 24-27 February.

1st, 2nd and 3rd films will be selected by the great jury for improvisation and Animation categories and the results will be given to the award committee in a sealed letter.
The contest winners will be announced in the award ceremony and published in the website.
Festival Jury and Festival Great Jury members and their relatives cannot participate to the contest by sending a film.
The awards for the films competing in improvisation and Animation Categories are:
1st; TL 1000 and Gold Rotary Plaque
2nd; TL 500 and Silver Rotary Plaque
3rd; TL 250 and Bronze Rotary Plaque
Furthermore; Festival Great Jury may give one or couple “Festival Special Award”

JURY:  Great Jury will be announced by NOVEMBER 2009 at the website.

SENDING THE FILMS, RETURN OF THE FILMS AND INSURANCE
Festival committee is not responsible for any delay in the time of arrival of the documents and films, also any problem like damage or lost during the transportation. The transportation costs and depending on the choice of the participant, the insurance costs are under participants’ responsibility.  At the end of the festival, if the participants want committee to return their films, they have to pay the transportation cost of their film in advance and give directions accordingly. Otherwise films will be kept in festival archives and will not be returned to the owner.

THE DOCUMENTS THAT SHOULD BE SEND WITH THE FILMS:
For the acceptance of the participant to the contest, participant should provide all these documents below.
Completed participation form, film summary (synopsis max 50 words), director biography and filmography,  film back scene pictures, director photograph, film poster (if there is one), at least 2 copies of the films  DVD in PAL or NTSC format, English dialog list of the film, list of the winning awards  and the festivals that the film participated before

RESPONSIBILITY
Festival committee is not responsible for any delay in the time of arrival of the documents and films, also any problem like damage or lost during the transportation.

Festival committee can have a copy of maximum one minute preview of the films and also committee can use them for news, commercials and advertisement purposes.
Festival committee can eliminate the films that do not obey these rules.
Participants verify that they read and accept these rules by signing the “Participation Form”.

CONTEST CONDITIONS
Contest will be held in two stages.
In short film category, there will be awards for 1st, 2nd and 3rd and jury special award.
Short films will be first reviewed by 3preliminary juries and the qualified films will be reviewed by the international l jury.
Only “Audience Award” will be given to the long films.
Winning short films will be distributed as DVD with a book.
Festival and all the application form are in English. All directors from any nation whether they are professional or amateur are welcomed to the contest.

Geçen sene olduğu gibi bu yılda yarışmacılar Rotary’nin dünya çapında ki uygulalamalarını ileişimin görsel gücünü kullanarak geniş halk kitlelerine mal etme çabası devam etmektedir. Bu sene de fesitval Rotary’nin kuruluş tarihi olan 23 Şubat haftasına denk gelecek şekilde başayacaktır. Festicalle ilgili en son haberler ise web sayfasından saniye saniye yayınlanacaktır.
