Second International Short Film Festival General Participation Rules

Rotary District 2430 Second International Short Film Festival is established by an organization of people who dedicate themselves to social services and prioritize moral values at their work. This organization aims to spread their vision worldwide and contribute to peace and friendship by the help of art.
Cinema industry is growing in a great speed among the world and in our country so this organization aims to discover new talents and innovations.
Seminars and workshops will be held by the participation of the well known names from both Turkish cinema and world cinema and they will share their experiences and knowledge with the participants.

CONTEST CATEGORIES
Contest will be held under the “IMPROVISATION AND DOCUMENTARY” category and the films which do not exceed maximum duration of 15 minutes will be eligible for the contest.

FILM TOPICS
This year the main themes of the films should be world peace, starvation, clean water use, baby deaths, child and family communication, homeless children.

REGISTRATION AND PARTICIPATION DEADLINES
Application Deadline:  JANUARY 31, 2010
Late applications due to transportation will not be important.

SELECTION OF FİLMS
Films sent to the film selection committee by the date of January 31, 2010, will be watched between the dates of  February1- February 15 ,2010 and the winning films will be competing at the final.
Films should be recorded after January, 2009. Films recorded before this date will not be accepted to the competition.

Great jury will watch the films competing in the final between the dates of 24-27 February, 2010 and they will decide on the 1st, 2nd and 3rd movies for each category. Furthermore jury can decide to give a “Jury Special Award”

TECHNICAL PROPERTIES OF THE FILMS
The participating films should have maximum duration of 15 minutes. (The prome tape is included into 15 minutes).  Films can be either coloured or black and white.

Participating films should be sent as DVD.
Screen size can be one of these formats:  1.33, 1.37, 1.66, 1.85, and 2.35
Audio status of the films will be indicated in the application form as optic, Dolby Stereo.
Contest language is English, for the films in their original language the subtitles must be in English.  (The films that does not satisfy this condition will not be classified in the contest)

JURY AND THE AWARDS
All the participating films will be reviewed by the festival preliminary jury. The films selected in the İmprovisation and documentary categories will compete in final and great jury will review these films. Films competing in the final will be displayed between the dates 24-27 February.

1st, 2nd and 3rd films will be selected by the great jury for improvisation and documentary categories and the results will be given to the award committee in a sealed letter.
The contest winners will be announced in the award ceremony and published in the website.
Festival Jury and Festival Great Jury members and their relatives cannot participate to the contest by sending a film.
The awards for the films competing in improvisation and documentary Categories are:
1st; TL 1000 and Gold Rotary Plaque
2nd; TL 500 and Silver Rotary Plaque
3rd; TL 250 and Bronze Rotary Plaque
Furthermore; Festival Great Jury may give one or couple “Festival Special Award”

JURY: Great Jury will be announced by NOVEMBER 2009 at the website.

SENDING THE FILMS, RETURN OF THE FILMS AND INSURANCE
Festival committee is not responsible for any delay in the time of arrival of the documents and films, also any problem like damage or lost during the transportation. The transportation costs and depending on the choice of the participant, the insurance costs are under participants’ responsibility.  At the end of the festival, if the participants want committee to return their films, they have to pay the transportation cost of their film in advance and give directions accordingly. Otherwise films will be kept in festival archives and will not be returned to the owner.

THE DOCUMENTS THAT SHOULD BE SEND WITH THE FILMS:
For the acceptance of the participant to the contest, participant should provide all these documents below.
Completed participation form, film summary (synopsis max 50 words), director biography and filmography,  film back scene pictures, director photograph, film poster (if there is one), at least 2 copies of the films  DVD in PAL or NTSC format, English dialog list of the film, list of the winning awards  and the festivals that the film participated before

RESPONSIBILITY
Festival committee is not responsible for any delay in the time of arrival of the documents and films, also any problem like damage or lost during the transportation.

Festival committee can have a copy of maximum one minute preview of the films and also committee can use them for news, commercials and advertisement purposes.
Festival committee can eliminate the films that do not obey these rules.
Participants verify that they read and accept these rules by signing the “Participation Form”.

ENTRY FEE
NO fee required to participate in Rotary District 2430 2. International Short Film Festival.

CONTEST CONDITIONS
Contest will be held in two stages.
In short film category, there will be awards for 1st, 2nd and 3rd and jury special award.
Short films will be first reviewed by 3preliminary juries and the qualified films will be reviewed by the international l jury.
Only “Audience Award” will be given to the long films.
Winning short films will be distributed as DVD with a book.
Festival and all the application form are in English. All directors from any nation whether they are professional or amateur are welcomed to the contest.

Contest conditions:
1.    Everyone from any age group who are capable of shooting digital films can participate in this competition.
2.    Theme of the films: world peace, starvation, clean water use, baby deaths, child and family communication, homeless children.
3.    Contest will be on animation and improvisation categories.
4.    2 DVD copies of the film should be sent to participation and qualification. (DVDs should be compatible with every media player)
5.    The following documents should be sent with the film. Name of the film, date of production, duration, director, summary of the film, film crew, beck screen pictures, poster, pictures from the film, contact information and a signed document which implies that the participant accepts the terms and conditions of the contest.
6.    The participating films duration in improvisation category is limited with 15 minutes.
7.    Participants have to accept that qualified films may be used during and/ or after the festival for non commercial advertising purposes. Those films can be used in cultural activities and can be displayed on TV.
8.    The decisions of the preliminary jury and great jury are conclusive.
9.    One contestant can participate with more than one film.
10.    The films that have been sent to other contests can as well join this contest.
11.    Application due date is December 31, 2008. Festival committee is not responsible for any delay in the time of arrival of the documents and films, also any problem like damage or lost during the transportation.
12.    If the production dates of the films are before 2006, these films will not be eligible in the contest.
13.    Legal responsibility belongs to the legal owner of the film and to the director.
14.    Only film director can apply to the contest.
15.    Participation rules are set in these 15 items.
*Films that are qualified after the first review will be announced in the website 10 days before the festival.
